Special Education Program (SEP) Background

In December, 2001, the federal government responded to the funding request by announcing that $30 million will be provided nationally for each of the next two years.

The FNSA and the First Nations Education Steering Committee (FNESC) will be responsible for managing the special education funding provided to BC, following direction provided at the 2000 FNSA AGM and 2001 FNESC regional sessions.

Special Education Policy

Based upon the direction from First Nations, the FNSA has a regional special education policy to guide the organization in its administration of the special education funding. In order to ensure the continued appropriateness of the regional policy, it was reviewed by the membership at the 2006 FNSA AGM. A motion was passed by the FNSA membership approving the revised policy which included some minor revisions. The revised policy is available on this web site for review. It is a Treasury Board requirement that First Nations schools have a school special education policy before they access the new special education funds. A generic policy has been developed to further assist schools in meeting this funding requirement. This policy has been approved by the FNSA board and can be downloaded here in your choice of formats

This generic policy is intended to enable schools to access funding with the intention that schools will develop their own locally-based policy over time.

BC Special Education Implementation Plan

A five-year plan, based upon the approved policy regional policy, has also been prepared and approved by participants at the 2001 Special Education Conference.

The five-year plan was modified to two years to reflect the availability of SEP funding. This plan was most recently approved at the 2004 FNSA AGM.
